How REE Monitor selects and verifies profiles
REE Monitor is an evidence-ranked directory of rare-earth recycling services, concrete projects and material-return signals in Europe and the United States. This page explains the public selection logic; detailed records and source history remain in the protected atlas.
Three separate questions
Could this change a sourcing decision?
Every eligible record receives a weighted score for magnet relevance, scale, timing, access, route fit and observable market activity.
How much can be verified today?
Evidence quality stays separate from commercial interest. A promising lead is never presented as confirmed material availability.
Recycling Service profiles
One profile represents one identifiable facility or project node. We exclude generic recyclers without a documented magnet role, research-only organisations without a usable project or service node, duplicate corporate records and announcements without an implementation milestone.
Eligibility checklist
- Located in the defined Europe or United States scope
- Identifiable physical site or concrete project rather than a corporate headquarters only
- Explicit permanent-magnet, NdFeB, SmCo or relevant rare-earth recovery role
- At least one traceable primary, operator or public-authority source
- Dated project status and a decision-useful input, process, output or service role
- For Priority: at least one non-superseded, source-linked annual mass claim of at least 10 t/y for magnet-bearing input or recycled rare-earth/magnet output
Quantitative Priority gate
At least 10 t/y. Actual throughput, current nameplate and target values remain separately labelled; capacity or target is never presented as throughput.

A profile without a comparable annual quantity cannot be Priority, but may remain Monitored when the remaining score and Evidence Grade justify continued coverage.

Material Return Assets
One profile represents one physical asset, fleet, production site, decommissioning project or source-defined project aggregate. A wind record is not treated as a material lot unless magnet evidence, a return trigger, responsible party and a relevant scale proxy are documented.
Eligibility checklist
- Located in the defined Europe or United States scope
- Physical asset or event with an identifiable location and responsible party
- Plausible magnet-bearing component supported by asset-, model- or cohort-level evidence
- Concentrated material scale appropriate to the asset class
- Observed or expected return event within a commercially relevant horizon
- Traceable source for timing, status and asset identity
- For Priority: a class-specific quantitative concentration threshold must be met
Quantitative Priority gate
At least 5 t per event/year for a controlled gross material stream; at least 20 MW for a model-verified permanent-magnet wind asset; or 100% of by-products from a named magnet plant with at least 100 t/y documented production capacity.

Installed MW without permanent-magnet model evidence and programme announcements without a quantity do not pass. They may remain Monitored or Watchlist but cannot be Priority.

What the data does not claim
- A profile is not automatically an operating recycling plant
- A capacity claim or quantitative proxy is not actual throughput unless explicitly published as such
- Quantitative thresholds are internal prioritisation rules, not industry standards
- A Material Return Asset is not proof of installed NdFeB or an available material lot
- Target counts never override eligibility thresholds
